There is just one condition for eligibility

Monthly income over the last three months must be equivalent to at least four times the national minimum wage in Portugal. Currently €705 per month, this means a minimum monthly income of €2,820. Applicants must also present residence documents, an employment contract (or proof of self-employment) and proof of income for the last three months.
Interested parties can contact a Portuguese consulate in their home country or the Portuguese immigration agency.

In addition, the law imposes no nationality restrictions. Portuguese nationals can also benefit from this Portugal visa, if they have not been tax residents in the country for the past five years.
